This cup was used on vehicles with a horn button that snaps into place over a flexible round plate in the center of the steering wheel. The plastic insulator secures it in place over the flex plate allowing the horn pad to flex and ground, sounding the horn. The horn pad snaps into the cup and covers this part.

NOTE: The legs of some insulators may need to be trimmed depending on the depth of your steering wheel contact plate...cars and trucks are different.
