This insulator was used on vehicles with a horn button that snaps into place over a flexible round plate. The plastic insulating holes prevent the screws from grounding out while holding the horn contact plate and mounting ring centered. The horn button usually snaps into the mount and covers this part.

NOTE: The legs of this insulator may need to be trimmed depending on the depth of your steering wheel contact plate...cars and trucks are different.
