Saginaw steering columns use this plastic cover to conceal the metal locking plate on vehicles before airbags and anti-theft protection (older models). This plate is for Tilt & Non-Tilt columns and measures just over 3 5/8" in diameter and fits lock plates 7837171 and 7837185.
